Ng\u00f4 \u0110\u00ecnh C\u1ea9n (1911\u20131964) was a younger brother and confidant of South Vietnam’s first president, Ng\u00f4 \u0110\u00ecnh Di\u1ec7m, who put C\u1ea9n in charge of central Vietnam, stretching from Phan Thi\u1ebft in the south to the border at the 17th parallel. Based in the former imperial capital of Hu\u1ebf, C\u1ea9n earned a reputation as the most oppressive of the Ng\u00f4 brothers, operating private armies and secret police that controlled the central region. C\u1ea9n’s influence began to wane after his elder brother Ng\u00f4 \u0110\u00ecnh Th\u1ee5c was appointed the Roman Catholic Archbishop of Hu\u1ebf. Th\u1ee5c overshadowed C\u1ea9n and aggressively promoted Catholicism, which led to the banning of the Buddhist flag in 1963 during Vesak, the celebration of the birthday of Gautama Buddha. C\u1ea9n’s forces opened fire on a crowd protesting the ban, killing nine and precipitating the Buddhist crisis and the eventual toppling of the Diem regime in a November 1963 coup.
