{"id":854,"date":"2017-12-18T00:49:01","date_gmt":"2017-12-18T00:49:01","guid":{"rendered":"http:\/\/people.utm.my\/mshahrulnizam\/?p=854"},"modified":"2017-12-18T04:27:23","modified_gmt":"2017-12-18T04:27:23","slug":"contoh-panduan-mengisi-kompetensi-indeks-staf-utm","status":"publish","type":"post","link":"https:\/\/people.utm.my\/mshahrulnizam\/2017\/12\/18\/contoh-panduan-mengisi-kompetensi-indeks-staf-utm\/","title":{"rendered":"Contoh Panduan Mengisi Kompetensi Indeks Staf UTM"},"content":{"rendered":"<p><strong>Penilaian Prestasi Staf (SKT)<\/strong><\/p>\n<p><strong>Kompetensi Indeks Staf UTM (CIS)\u00a0<\/strong><\/p>\n<p>3.1 Pengenalan<br \/>\nSistem Pengurusan Prestasi bermaksud suatu sistem merancang, melaksana, mengurus dan menilai pencapaian prestasi anggota dan matlamat organisasi bagi tempoh satu tahun.<\/p>\n<p>3.2 Kaedah Penilaian<\/p>\n<p>Universiti Teknologi Malaysia telah membangunkan dua sistem penilaian prestasi staf :<\/p>\n<p>a. <strong>Sistem Penilaian Prestasi Secara Online Staf Akademik (eLPPT).<\/strong><\/p>\n<p>b. <strong>Sistem Penilaian Prestasi Secara Online Staf Bukan Akademik (eLNPT).<\/strong><\/p>\n<p><strong>3.3 Tujuan<\/strong><br \/>\nPenilaian Prestasi membolehkan pihak pengurusan mengambil tindakan mengenai pengurusan dan kemajuan kerjaya Pegawai Yang Dinilai (PYD) iaitu:<\/p>\n<p>1. Menentukan penempatan dan bidang kerjaya sesuai dengan potensi, kebolehan, keistimewaan serta kemajuan pegawai;<\/p>\n<p>2. Menentukan kesesuaian dan kelayakan untuk kenaikan pangkat, pemangkuan, peminjaman dan pertukaran sementara;<\/p>\n<p>3. Menentukan kelayakan atau kesesuaian untuk pergerakan dan anjakan gaji;<\/p>\n<p>4. Menentukan penganugerahan khidmat cemerlang, pingat dan bintang kebesaran serta pemberian surat penghargaan;<\/p>\n<p>5. Mengenalpasti dan merancang keperluan latihan; dan<\/p>\n<p>6. Memberi kaunseling dengan tujuan memperbaiki dan mempertingkatkan prestasi serta motivasi pegawai.<\/p>\n<p>3.4 Prinsip Asas dan Tujuan Utama Sistem Penilaian Prestasi<br \/>\nSistem Penilaian Prestasi ini telah digubal berasaskan kepada prinsip-prinsip penilaian seperti berikut:-<\/p>\n<p>1. Penilaian hendaklah dilaksanakan secara objektif, adil dan telus;<\/p>\n<p>2.Penilaian prestasi hendaklah diasaskan kepada penghasilan kerja dan tingkahlaku yang dipamerkan oleh PYD ke arah pencapaian objektif organisasi yang ditetapkan; dan<\/p>\n<p>3. Menggalakkan persaingan positif sesama pegawai untuk meningkatkan kualiti dan produktiviti<\/p>\n<p>Berdasarkan prinsip di atas, sistem ini digubal untuk:<\/p>\n<p>1.Membolehkan prestasi kerja dinilai dengan lebih sistematik dan meyakinkan;<\/p>\n<p>2. Membolehkan ketua perkhidmatan melaksanakan sistem penilaian prestasi mengikut kesesuaian perkhidmatan tertentu;<\/p>\n<p>3. Membolehkan sistem penilaian prestasi digunakan dalam pelbagai fungsi pengurusan sumber manusia seperti kemajuan kerjaya, penempatan dan latihan; dan<\/p>\n<p>4. Meningkatkan penglibatan ketua jabatan dan semua peringkat pegawai penyelia dalam proses penilaian prestasi.<\/p>\n<p><strong>Cuba ikut langkah-langkah berikut<\/strong><\/p>\n<ol>\n<li>Buat carian di
