SIRI MESEJ INTEGRITI 21: MENGURUSKAN PEGAWAIBERPRESTASI RENDAH DAN BERMASALAH

Isu menguruskan pegawai berprestasi rendah dan bermasalah bukan sesuatu yang asing dalam sesebuah institusi. Hal ini turut sama berlaku di Universiti Teknologi Malaysia. 
 
Rata-rata individu pertama yang tidak dapat tidak, perlu berdepan dengan hal sebegini adalah mereka yang berada di Bahagian/Jabatan Sumber Manusia (BSM) di setiap pusat tanggungjawab/fakulti. 
 
Cabaran pegawai-pegawai BSM ini jelas. Mereka berhadapan dengan tingkahlaku manusia yang pelbagai. 
 
Atas dasar itu, Siri Mesej Integriti kali ini ingin berkongsi berkenaan cara menguruskan pegawai berprestasi rendah dan bermasalah, merujuk peraturan dan undang-undang sedia ada. 
 
Apakah yang dimaksudkan dengan pegawai berprestasi rendah? Menurut Surat Pekeliling Perkhidmatan Bilangan 4 Tahun 1998, pegawai berprestasi rendah ini adalah pegawai yang tidak dapat menyumbang ke arah pencapaian objektif Jabatan dan khususnya mereka yang gagal mencapai Sasaran Kerja Tahunan (SKT) yang telah ditetapkan bersama berdasarkan tahap dan kedudukan jawatan pegawai tersebut. Pegawai seperti ini dikatakan pegawai yang tak produktif, “non-performer”, tidak mempunyai sikap bersungguh-sungguh, kurang berusaha dan kadangkala mempunyai pengetahuan dan kemahiran yang rendah, serta mempunyai masalah peribadi dan “interpersonal relationship” baik dengan pihak pengurusan, rakan sejawat atau kakitangan bawahan. 
 
Manakala, pegawai yang bermasalah pula dijelaskan seperti berikut: 
 
1. Dari segi kualiti iaitu masalah dari segi hubungannya dengan ketua dan rakan sejawat, kakitangan bawahan dan juga dengan pelanggan dari luar. Ini disebabkan mereka ini mempunyai sikap agresif atau suka menonjolkan diri atau suka menyalahkan orang lain di samping menganggap dirinya sahaja yang betul. 
 
2. pegawai yang mempunyai masalah kesihatan mental dan fizikal, yang pada zahir/fizikal memperlihatkan beliau seorang pegawai yang normal, namun pada masa dan keadaan tertentu, perangai dan tingkahlakunya berubah dan sukar dikawal, 
 
3. pegawai yang lemah dari segi daya kepimpinan, membuat keputusan dan sebagainya, 
 
4. pegawai yang tidak dapat memberikan tumpuan kepada tugas hakikinya atau memberikan keutamaan kepada tugas-tugasnya atau tidak dapat membawa organisasinya ke arah mencapai objektif yang telah ditetapkan, 
 
5. pegawai yang tidak dapat menghormati ketua, 
 
6. pegawai yang tidak dapat bekerja sebagai satu pasukan, atau 
 
7. pegawai yang tidak dapat menyesuaikan diri dengan persekitaran dan perkembangan semasa. 
 
Berdasarkan penerangan ini, beberapa tindakan boleh diambil, mengikut urutan, seperti berikut: 
 
1. Perbincangan/Perundingan – dilakukan secara informal untuk memberi peluang kepada pegawai memberi keterangan, 
2. Amaran Lisan – dibuat untuk memberi peluang kakitangan tersebut untuk memperbaiki masalah yang dihadapinya, 
3. Amaran Bertulis Secara Pentadbiran – Tindakan ini diambil jika Amaran Lisan tidak berkesan, masih memberi peluang kepada pegawai memperbaiki kelemahan dan masalah tanpa perlu unsur hukuman. 
 
Namun, bagi Perkara 3 ini, baru-baru ini Jabatan Perkhidmatan Awam (JPA) telah mengeluarkan Larangan Menggunakan Amaran Secara Pentadbiran, melalui surat bertarikh 13 Januari 2017, yang mana menyatakan jika wujud asas melalui siasatan, untuk meneruskan prosiding tatatertib, maka kemaafan (condonation) melalui Amaran Secara Pentadbiran tidak seharusnya dipraktikkan. Dapat disifatkan bahawa, Ketua Jabatan perlu menilai satu-satu kes, yang mana jika wujud asas membawa kepada tatatertib, maka tindakan tegas perlu diambil kepada pegawai yang berkenaan. 
 
Perlu diberi perhatian bahawa sebagai mana SPP Bil.4 1998, kesemua tindakan pembetulan dan pembaikan ini adalah sewajarnya dilakukan dalam tempoh 6 hingga 12 bulan. Di samping itu, perlu diingat bahawa Amaran Lisan dan Bertulis bukanlah satu bentuk hukuman tatatertib. 
 
Tindakan alternatif lain, turut boleh dilaksanakan, seperti: 
 
a. Menukar pegawai kepada suasana kerja dan tanggungjawab baru; atau 
b. Menghantar pegawai mengikuti kursus-kursus yang sesuai dan berkaitan dengan aspek permasalahan yang dihadapi seperti aspek motivasi,keagamaan dan sebagainya. 
Tindakan secara pentadbiran juga boleh dilakukan seperti berikut: 
a. Merujuk Pegawai ke Lembaga Perubatan, jika didapati pegawai menghadapi masalah kesihatan mental atau fizikal, 
b. Merujuk Pegawai kepada Pekhidmatan Kaunseling,
c. Merujuk pegawai kepada Psikiatrik/Hospital,
Seterusnya, tindakan dalam bentuk Hukuman, dimana tindakan ini diambil bilamana tindakan-tindakan dari segi pembetulan dan pembaikan tiak memberi kesan dan tidak dapat mengatasi masalah yang dihadapi pegawai. UTM sebagai salah satu badan berkanun, tertakluk kepada peraturan dan undang-undang berkaitan tatakelakuan yang ditetapkan di bawah Perkara 3, Peraturan-peraturan Tatatertib Badan-Badan Berkanun, Akta Badan-Badan Berkanun  (Tatatertib dan Surcaj) 2000 (rujuk Perkara 3(2)(a hingga j). Dimana jika dibuktikan berlaku perlanggaran oleh pegawai di bawah peruntukan tersebut, maka tindakan tatatertib wajar dimulakan. 
Moral : Hindarkan darah daging anda terbentuk hasil dari Gaji Buta.

Professor Dr Zainuddin appointed as UTM Deputy Vice Chancellor

OHOR BAHRU, 16 February 2017 – Professor Dr Zainuddin Manan has been appointed as the Deputy Vice Chancellor of Academics and Internationalisation of Universiti Teknologi Malaysia (UTM) effective 1 February 2017.

Profesor Dr Zainuddin

He is also a professor of chemical engineering, the founding director of Process Systems Engineering Centre (PROSPECT), and the founding Dean of Faculty of Chemical and Energy Engineering.

Professor Dr Zainuddin received his BSc from the University of Houston, USA, MSc from University of Manchester Institute of Science and Technology (UMIST), United Kingdom, and PhD from the University of Edinburgh, Scotland, all in Chemical Engineering.

He began his career as an engineer in PETRONAS and Hume Industries and has been an academic leader, educator, researcher, consultant and professional coach for 25 years.

He has completed over 100 research and development consultancy projects, filed for fifteen patents and has over 350 publications that include 15 books/chapters, 170 refereed journals and 190 conference papers on sustainable engineering of resources (energy, power, water, emissions & materials).

Professor Dr Zainuddin co-authored the 2014 book on Process Integration and Intensification – Saving Energy, Water and Resources. He was the winner of Saudi’s Prince Sultan International Prize for Water (2008) and was awarded Top Research Scientist of Malaysia by the Academy of Science of Malaysia (2013).

In 2014, he received award as UTM Top Researcher, UTM Top Academician and the Pannonia Honorary Award from University of Pannonia of Hungary. Professor Dr Zainuddin is a chartered engineer, a certified energy manager, a registered electrical energy manager and the certified lead trainer for Malaysian energy managers.

He has delivered over 400 professional workshops, seminars and invited lectures, including the 2014 Imperial College Distinguished Chemical Engineering Lecture, and coached professionals from more than 500 companies.

Professor Dr Zainuddin was the chair of the 6th PSE Asia conference (2013) and the 9th Regional Conference of Chemical Engineering (2016).

He was the vice-chairman of the Board of Judges for the ASEAN Energy Awards program for the commercial and industrial sectors, and the project director to develop the Green Technology Blueprint for 57 OIC Countries (2014).

Professor Dr Zainuddin spearheaded the UTM Sustainable Energy Management initiative that led UTM to achieve more than USD 5 million energy savings between 2011 and 2016, and to win the ASEAN Energy Award in 2012.

Congratulations to Dr. Eileen Su Lee Ming for winning First Place in the Royal Academy of Engineering’s Leaders in Innovation Fellowships (LIF) final pitch session 2016/7 under the Newton Fund.


The Leaders in Innovation Fellowship (LIF) Programme is designed to build the capacity of researchers for entrepreneurship and commercialisation of their research. The wider benefit of the LIF Programme will be the creation of international networks of innovators and technology entrepreneurs centred on the Royal Academy of Egineering Enterprise Hub

Trans National Education (TNE) Memorandum of Agreement Signing Ceremony between AASTM and UTM

On the 12th of September 2017, UTM Vice Chancellor Prof. Datuk Ir. Dr. Wahid Omar and the President of the Arab Academy for Science, Technology, and Maritime Transport (AASTMT) Prof. Ismail Abdel Ghafar Ismail Farag signed a Memorandum of Agreement to foster closer collaborations between the two universities in areas of research, staff and student exchange and establish the Trans National Education Program (TNE).

In his speech, Prof. Wahid stresses the importance of TNE program which he believes will become the catalyst for excellence in higher education and research enabling both universities to reach greater heights in terms of capacity building and professional development for universal prosperity and the well-being of society. He also highlights that UTM already has many Egyptian students consisting of 70 active Egyptian students in UTM, of which 37 are undergraduate students and 33 are postgraduate students.  Through this collaboration, UTM will receive more Egyptian students and vice versa.  Furthermore, by collaborating with the Malaysia Japan International Institute of Technology (MJIIT) UTM, the TNE program will have added advantage in terms of an expanded network since there are currently 29 Japanese universities that are partners of MJIIT.

Meanwhile, Prof. Ismail congratulated the organizers of the event stating that joint conference such as this should be continued to foster closer collaborations among institutions involved.  He also hoped that through the TNE, students from UTM will also come to AASTMT to complete their engineering degree and broaden their experience while studying at AASTMT.

The signing ceremony was performed in conjunction with the opening ceremony of the 2nd International Conference on Advanced Technology and Applied Sciences (ICATAS 2017) jointly organised by AASTMT and MJIIT.  AASTMT is supported by the Arab League comprising 22 Arab states and 4 observer states.  Also present at the ceremony were the Dean of MJIIT, Prof. Dr. Rubiyah Yusof and the Dean of College of Engineering and Technology, AASTM, Prof Khalid Shehata.
