Seseorang Pegawai Kumpulan Pengurusan Tertinggi atau Kumpulan Pengurusan dan Profesional, adalah tidak boleh terlibat secara aktif dalam aktiviti politik ataumemakai apa-apa lambang sesuatu parti politik, dan secara khususnya, dia tidak boleh;
(a) membuat apa-apa pernyataan awam, sama ada secara lisan atau bertulis, yang memberikan
suatu pandangan yang berat sebelah tentang apa-apa perkara yang menjadi isu antara parti-
parti politik;
(b) menerbitkan atau mengedar apa-apa bahan yang mengemukakan pandangannya yang berat
sebelah atau pandangan orang lain, tentang apa-apa perkara yang berkaitan dengan mana-
mana parti politik;
(c) terlibat dalam merayu undi bagi menyokong mana-mana calon dalam sesuatu pilihan raya bagi
Dewan Rakyat atau bagi mana-mana Dewan Undangan Negeri atau apa-apa pemilihan untuk
apa-apa jawatan dalam mana-mana parti politik;
(d) bertindak sebagai ejen pilihan raya atau ejen tempat mengundi atau atas apa-apa sifat untuk
atau bagi pihak seseorang calon dalam sesuatu pilihan raya bagi Dewan Rakyat atau bagi mana-
mana Dewan Undangan Negeri;
(e) bertanding apa-apa jawatan dalam mana-mana parti politik, atau
(f) memegang apa-apa jawatan dalam mana-mana parti politik.
Pegawai Kumpulan Sokongan dibenarkan bertanding/memegang apa – apa jawatan atau dilantik memegang apa – apa jawatan dalam parti politik, dengan syarat;
Pegawai Yang Sedang Cuti ke Tarikh Persaraan dibenarkan dengan syarat,
Peraturan tidak melarang mana – mana pegawai menganggotai parti politik sebagai anggota biasa.

UTM, Keysight and Tekmark Ink Partnership to Advance 5G R&D
KUALA LUMPUR, 4th April: – A Memorandum of Agreement (MoA) has been signed between Universiti Teknologi Malaysia (UTM), Keysight Technologies Malaysia Sdn. Bhd. (Keysight), Keysight Technologies Sales (Malaysia) Sdn. Bhd. and Tekmark Sdn. Bhd. to officially launch the UTM-Keysight 5G Propagation Laboratory. This mobile lab on wheels hosts Malaysia’s first 5G millimetre wave channel sounder, a solution which was tailor-made by Keysight Technologies to support cutting-edge 5G millimetre wave research in the country.
The multi-million Ringgit research and development (R&D) facility, jointly funded by Keysight Technologies, UTM and the Ministry of Higher Education (MoHE) Malaysia, is an example of a successful public-private partnership that is aligned with Malaysia’s Education Blueprint 2015-2025 and UTM’s Global Plan 2012-2020, with the aim to conduct and produce world-class research.
“The partnership between Wireless Communication Centre (WCC) UTM, Keysight and Tekmark is a real-life example of the ‘Industry and Academia are One’ concept applauded by the Minister of Higher Education, Dato’ Seri Idris Jusoh. It is my sincere hope that both WCC UTM, Keysight and Tekmark can continue working hand-in-hand closely, for the betterment of all four institutions, the society and the nation,” said Datuk Ahmad Fauzi Ismail, Deputy Vice Chancellor (Research & Innovation).
“Keysight is proud to be part of this significant collaboration to drive research in 5G and facilitate enhancement of skills and capabilities of Malaysia’s engineering talents. This will bring us closer to the future and paves the way for the eventual deployment of 5G which will open up a whole new world of possibilities – serving as the foundation for other new and emerging technologies such as connected and autonomous cars, drones, artificial intelligence, virtual reality and the internet of things,” said Dato’ Noorashidah Ahmad, Vice President & General Manager, Global Order Fulfillment & Supply Chain of Keysight Technologies and General Manager of Keysight Malaysia.
“Tekmark is thrilled and honoured to be able to continue our close ties with UTM since 1994. I am confident with this latest partnership between UTM, Keysight Technologies and Tekmark, UTM is able to become a prominent hub not just for 5G Research and Development but also a centre to develop the next generation of human capital, in line with the National Transformation Plan 2050 (TN50),” said Dato’ Seri Dr Mohd Ariff Araff, Tekmark Sdn Bhd’s Chairman.
Keysight, the world’s leading electronic measurement company, has been collaborating with top researchers around the globe to accelerate R&D of 5G technology with greater precision and deeper confidence. Under this partnership, Keysight, with its industry-leading track record and expertise in 5G millimetre wave test and measurement, will join hands with UTM’s researchers to innovate and bring new discoveries to life. Tekmark (Keysight’s Authorised Technology Partner in Malaysia) will help facilitate, support, and deliver activities to assist UTM towards obtaining accreditation status for the 5G Propagation Laboratory, Specific Absorption Rate Laboratory and Long Term Evolution Laboratory in the Wireless Communication Centre.
Millimetre wave technology is the new frontier for multi-gigabits per second ultra high speed broadband. Millimetre wave covering frequencies from 30GHz to 300GHz offers vast amounts of bandwidth to support 5G enhanced broadband applications such as augmented reality, virtual reality and ultra high definition video streaming. Operating at higher frequencies in the millimeter wave spectrum presents new challenges where it is very sensitive to environmental factors such as buildings, vegetation and rain. Existing results on millimeter wave propagation research mainly focus on temperate environments. Hence, the main goal of setting up this state-of-the-art UTM-Keysight 5G Propagation Laboratory is to study the impact of tropical environments to millimetre wave propagation.
Under this partnership, the Wireless Communication Centre (WCC) is UTM’s research centre that will work closely with Keysight to study millimetre wave propagation in tropical environments. WCC is the only recognised national Higher Institution Centre of Excellence (HI-COE) by the MoHE in the niche research area of 5G wireless technology. With the support from the government and the industry, WCC UTM aims to become a prominent 5G research centre in this region.
The MoA document was signed by UTM’s Deputy Vice Chancellor (Research & Innovation), Prof. Datuk Dr. Ahmad Fauzi Ismail, Vice President & General Manager, Global Order Fulfillment & Supply Chain of Keysight Technologies and General Manager of Keysight Malaysia, Dato’ Noorashidah Ahmad, the General Manager of Keysight Technologies Sales (Malaysia) Sdn. Bhd., Mr. Lee Choon Seng and Chairman of Tekmark Sdn Bhd., Dato’ Seri Dr Mohd Ariff Araff. The signing ceremony was held at the Chancellery Meeting Room, Menara Razak, UTM Kuala Lumpur on 4th April 2018.
IBD UTM conducts 3 days course on cGMP facility
The course was attended by eight M+W senior and junior project managers, engineers, and Quality Assurance and Quality Control Managers.
The program serves as an initiation towards further long-term cooperation with M+W Group with IBD’s role as the training provider for its employees and clients.
IBD consistently conducts courses of relevance to the industry, in which our program approach combines theoretical and practical know-how to the participants by leveraging on our technology experts and technical facilities.
For this particular course, the program was headed and taught by Prof. Dr. rer. Nat. Hesham A. El Enshasy, who has more than 20 years experience as a consultant to biopharmaceutical industries.
Additionally, IBD’s Bioprocessing Technology Platform provides real case studies to participants to engage in the process of establishing and maintaining a cGMP facility.

The company is one of the global leaders in the design, engineering and construction of high tech facilities and major complex projects in different sectors including Biopharmaceuticals, Pharmaceuticals, Electronics, Chemicals, Energy, and Information Technology worldwide. The next course is scheduled to be conducted on the 13th and 14th August 2018, at IBD UTM Johor Bahru.
UTM IBD Industrial Engagement Day – Synergising Industry and academia on biotechnology innovations
JOHOR BAHRU, 28 March 2018 – Malaysia, rich with its abundance of bioresources has provided numerous R&D and commercialisation opportunities to the industry and academia. This is further reaffirmed by the Malaysian government with the launching of the National Biotechnology Policy (BNP) in 2005 anchored by Bioeconomy Corporation, MOSTI.
Additionally, the synergizing of industry-academia has been gaining traction in order to drive high-value innovation, commercialisation, talent and skills development imperative for nation-building. As such, the Institute of Bioproduct Development (IBD) have participated actively in supporting BNP’s national agenda by collaborating and providing added value services for local biotech based companies.
To communicate our latest service offerings, IBD have organised the first series of its Industrial Engagement Day for 2018 featuring mini-exhibitions and five presentations by representatives from our R&D Unit and Technology Platforms comprising of Herbal Extraction Centre (HEC), Biovalidation and Analytical Unit, Cosmeceutical and Fragrance Unit, Food and Nutraceutical Unit, and Microbial Bioprocessing Unit.
The event also featured a concluding Sharing Session by Dato Tony Peng, CEO of All Cosmos Biotech Corporation entitled “Growing with Biotech” as he conveyed the positive impact of long-term R&D collaboration with IBD’s Microbial Bioprocessing Technology Platform since 2009.
According to Prof. Dr. rer. nat. Hesham El Enshasy, Acting Director of IBD, they were delighted to host this first industrial engagement day aiming at strengthening collaborations with our current and future industrial partners.
“As a HICOE (Service Thrust) mandated by Ministry of Higher education (MOHE) to carry out herbal, microbial bioprocessing, and bioproduct development activities, IBD has now positioned itself to be a techno-industrial research partner with many local and international companies ranging from SME’s to international public listed corporation.
“We capitalize on our experts, world-class facility, and world-wide academic and industrial linkages to play a strong role in innovation and human capital development. We do not consider today as just a one-day event but as part of our long-term relationship with the industrial society,” he cited.
The event was attended by a total of 137 participants with 52 coming from biotech based industry, 3 of which is a Singaporean company and 85 from the academic sector. IBD is also honoured to have the presence and support of Mr Shazaril Adri Mohd Shariff (Vice President of Corporate Strategy) from Bioeconomy Corporation and Mr Aizi Reza Razak (Vice President Strategy and Corporate Planning) from Bioexcell Sdn Bhd.
Another series of events is set to be held in other regions across Malaysia, with the next program tentatively planned in May 2018 at UTM Kuala Lumpur Campus. In essence, IBD services comprise of contract research and consultancy, analytical services, postgraduate programs and professional training programs in the area of bioprocessing and bioproduct development.

Two representing UTM to the 12th SEATUC Meeting and Symposium in Yogyakarta
This year’s Symposium theme was entitled Engineering Education and Research for Sustainable Development.
The SEATUC fosters international collaboration and comprehensive exchange programs. Members include Shibaura Institute of Technology (Japan), King Mongkut University of Technology Thonburi (Thailand), Institut Teknologi Bandung (Indonesia), Universiti Teknologi Malaysia,Hanoi University of Science and Technology (Vietnam), Suranaree University of Technology (Thailand), Ho Chi Minh City University of Technology (Vietnam) and Universitas Gadjah Mada (Indonesia).
This year’s symposium saw a total of 17 papers presented by UTM students from the faculties of Built Environment, Faculty of Civil Engineering, Language Academy, Faculty of Chemical& Energy Engineering and Faculty of Geoinformation and Real Estate. Associate Professor Dr Mohd Ismid also participated in the President Panel Session presenting a paper on UTM Sustainable Campus.
UTM participation in SEATUC provides UTM students with the opportunity to undergo 10 weeks internship program and also an opportunity to receive a scholarship to further study in Master & PhD programs at Shibaura Institute of Technology, Japan under the Hybrid Twinning Program. To date, there are a total 15 students from UTM have been accepted in HBT program.
During their short stay in Yogyakarta, Assoc. Prof. Dr Mohd Ismid and Ms Siti Rahimah also visited UTM partner universities in the city namely Universitas Islam Negeri Sunan Kalijaga, Universitas Ahmad Dahlan and Universiti Negeri Yogyakarta to discuss on further collaboration between both universities and to promote Asia Pacific Association for International Education (APAIE) 2019 which will be held in Kuala Lumpur.
VC UTM receives APAIE flag in Singapore
The flag handing over symbolizes UTM as the next lead host for the APAIE Conference and Exhibition to be held in Kuala Lumpur Convention Centre in 2019. The APAIE 2019 will also be co-hosted by Universiti Sains Malaysia (USM), Universiti Kebangsaan Malaysia (UKM), Management and Science University (MSU), Universiti Teknologi Petronas (UTP) and Universiti Tenaga Nasional (UNITEN).
UTM is participating in the APAIE Conference and Exhibition 2018 in Singapore from 25th to 28th March 2018. The UTM delegation is led by Prof. Datuk Ir. Dr Wahid Omar and UTM Pro-Vice-Chancellor (International) Prof. Dr Nordin Yahaya, who is also a board member of APAIE.
With the support from the Ministry of Higher Education, this year’s APAIE Conference and Exhibition are witnessing 14 Malaysian universities participated in the Malaysia pavilion.
During the sessions, three paper presentations have been presented by Prof. Dr Nordin Yahaya, Prof. Dr Nor Haniza Sarmin and Assoc. Prof. Dr Lee Chew Tin.
The appointment of UTM as the lead host of APAIE 2019 signifies the pivotal role UTM plays in elevating Malaysian universities in the international arena.
INTERNATIONAL CONFERENCE ON X-RAYS & RELATED TECHNIQUES IN RESEARCH & INDUSTRIES (ICXRI2018)
ICXRI2018 is organized to provide an opportunity to all individuals and organizations who are involved and interested in the advancement of X-rays and related techniques to share their view and experience. Additionally, ICXRI provides a platform exchanging information, discussion of scientific problems and findings as well as fostering of friendship and partnership.
The X-rays techniques have contributed a lot to research and services especially in quality control and characterization study. The advancement of knowledge in material science, solid-state physics, catalysis, medical and other fields have also benefited much from these techniques. With the recent inclusion of powerful software, plotting facilities to provide quick results and with high precision analysis, these techniques have gained much interest and have greatly widened its application in many new fields. Thus, it is timely to have this conference to assess current development and deliberate on the recent innovation, and to introduce new ideas on development and future trends in applications of these techniques.
