Selaras dengan OSH Masterplan 2021-2025 DOSH iaitu di bawah klause Pemerkasaan KKP di sektor awam &amp; Pemerkasaan Kesihatan Pekerjaan, UTM membentuk satu jawatankuasa higien industri diketuai oleh Pejabat OSHE UTM.<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Sebenarnya kumpulan Higien Industri UTM telah bermula dari tahun 2015 lagi dengan perlantikan sebuah kumpulan staf yang terdiri daripada calon CHRA, Hygiene Tech 1 (Chemical Exposure Monitoring), Hygiene Tech II (Engineering control), Occupational Health Doctor (OHD), Ergonomic Risk Assessor &amp; Noise Risk Assessor. Dari batch pertama ini, 2 staf telah kompeten iaitu saya sendiri selaku HT1 &amp; Puan Norain sebagai CHRA Assessor. OHD yang dihantar ketika itu juga berjaya kompeten namun telah bersara dan digantikan dengan perlantikan ke atas Dr Sya&#8217;rani PKU UTM. <\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Selepas pembentukan kumpulan IH pertama, yang ditekankan lepas tu banyak tentang CHRA saja. Sehingga ada tambahan 10 calon baru untuk kompetensi CHRA. Kompetensi lain pepandai ko lah bawak diri.<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Saya agak kecewa sebenarnya. Lesen kompetensi saya sah dari Mei 2019 &#8211; Mei 2022. Sepanjang dari nak lulus exam sampai lah dapat kompetensi, dan nak kekalkan kompetensi pun macam-macam cabaran yang dilalui dan diurus sendiri. Mengadu pun takde orang yang nak dengar. <\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Dari kursus ini atau lebih sesuai dipanggil bengkel &#8211; saya mengharapkan sesuatu yang lebih baik. Tapi nampaknya&#8230; begitulah.<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Pandangan saya sepatutnya ia dilakukan secara berperingkat. Bukannya terus panggil semua staf lama yang terlibat dalam IH ni, duduk sekali dengan calon staf baru yang dipanggil secara semborono &#8211; lalu mengharapkan outcome yang cantik &#8211; penyelesaian isu siap penentuan hala tuju. Sedangkan peserta yang dipanggil tak tahu apa-apa dan hadir program dengan penuh persoalan tak faham??<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-28f84493 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<p>Lebih baik ianya dimulakan dengan perbincangan mesyuarat dengan kumpulan IH senior.. Yang dah lalui pelbagai perkara &amp; faham sangat cabaran nak laksanakan IH di IPT. Fahamkan setiap isu yang berlaku. Cuba cari solusi &amp; leraikan dulu segala permasalahan yang wujud. Bukan panggil sekali gus then inform oh kita nak buka buku baru dah untuk team IH ni. Kena faham apa keperluan yang perlu dipenuhi untuk mantain lesen. Konsultan IH boleh sentiasa dapat job untuk run kerja-kerja IH. Tapi IPT bukan business entity yang buat consultancy. Apa strategi yang boleh dibuat untuk pastikan sentiasa ada kerja IH di kampus &#8211; secara rasmi &amp; diberikan peruntukan sewajarnya?<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Dah selesai part tu baru cari calon baru yang sesuai. Tidaklah calon baru ni pening kepala nak fikir masalah yang sama macam senior. Sekurang-kurangnya isu dah selesai sebelum mereka sambung legasi. Nak cari calon staf pun bukan pakai hentam saja asalkan mereka ada background safety. BUKAN. Perlu semak latar belakang pendidikan mereka. Setiap kompetensi ada requirement berkaitan akademik yang perlu dipatuhi. IH adalah SAINS. Takkan nak hantar orang sastera pergi ambil kursus kompetensi sains? Orang background civil ambil CHRA? eh eh&#8230;<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Then the basic thing is&#8230; Perlulah approach dan dapatkan nama calon staf yang sesuai dari bos-bos mereka. Betul, ada banyak komponen.. Ada CHRA, IHT1, IHT2, OHN, OHD, NoRA, IAQ, Ergo Trained Person.. Dah nama pun coordinator.. banyak tak banyak pun kena fahamkan juga setiap satu. Perlu lah ada misi yang jelas macam mana nak bawa team ni. Ianya bukan sekadar aim semua kompeten saja &#8211; consequences after competent tu perlu difikirkan juga. Dah faham setiap satu ni &amp; ada idea nak bawa team ni ke mana, baru lah buat bengkel untuk dapatkan outcome hala tuju pasukan..<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Contoh yang boleh dibincangkan dalam bengkel hala tuju.. :<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<ol class=\"wp-block-list\" style=\"font-size:14px\"><li>CHRA perlu renew setiap 5 tahun. CHRA yang telah berjalan, dah cukup cover seluruh universiti?  <\/li><li>Apa plan untuk pastikan semua calon CHRA boleh produce at least 1 report setahun? Kalau kata sekali buat CHRA serentak tahun ni dah cover the whole campus? Tahun depan Assessor boleh buat CHRA kat mana pula? Takkan 5 tahun sekali baru Assessor ada job? <\/li><li>Daripada report CHRA yang diterima, possible tak untuk pastikan HT1 boleh mantain job hasilkan 1 report setahun? Apa plan coordinator untuk perkara ni?<\/li><li>Assessor cadangkan supaya buka kepada khidmat konsultasi. Jadikan IH team UTM boleh serve kepada industri. Timeline aimed untuk pembentukan? Kaedah pembahagian tugasan &amp; so on. <\/li><li>Then planning dari aspek kewangan macam mana? <\/li><\/ol>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Sama juga dengan competency lain &#8211; noise, ergo, ohd, ohn. Coordinator perlu coordinate &#8211; susun kat mana &amp; bagaimana boleh competent person ni commit dgn kerja mereka selari dengan keperluan lesen yang ada. Bukan suruh OYK sendiri fikir &amp; cari kat mana nak buat itu ini. Nak kompeten dah sedia pening kepala, lagi nak tambah serabut fikir hal teknikal yang sepatutnya pengurus\/coordinator bantu.<\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Btw, untuk IAQ, selagi isu yang disuarakan HT1 tak selesai, perkara yang sama akan berbangkit untuk kompensi IAQ sebab nature kerja kedua-dua competency lebih kurang saja. Ambil sampel &amp; perlu dihantar ke makmal. Cuma yang membezakan &#8211; HT1 perlu tunggu arahan dari CHRA, tapi IAQ tak perlu. IAQ boleh terus buat kalau majikan request untuk monitoring. <\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Saya juga tak setuju pasukan CHRA diasingkan dari competency lain. Dah alang-alang buat 1 jawatankuasa, panggil lah semua sekali bawah 1 bumbung pasukan IH. Kenapa perlu ada wakil unit CHRA 2,3 orang yang perlu coordinate the whole team? Itu yang jadi isu Assessor tak faham tugas HT. Saya pernah dapat laporan CHRA yang Assessor nya seperti tak faham tugas HT1. HT1 nak monitor apa pun kurang jelas sebab laporan dalam CHRA ditulis sangat general. CHRA Assessor boleh dianggap sebagai ketua kepada IHT, mereka sepatutnya diberi pendedahan tentang bagaimana HT1, HT2 dan OHD perlu berfungsi. <\/p>\n\n\n\n<div style=\"height:27px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p>Begitulah. Jadi nak kata program ni kursus, macam bukan. Mungkin bengkel?
