Higher Order Thinking Skills (HOTS) has been included as one of the important components of the Educational Development Blueprint Malaysia (PPPM 2013-2025). The Ministry of Education (MOE) states that the three main elements that need to be emphasized when executing HOTS so it is successful are curriculum, pedagogy and assessment.
