The innovation of information technologies nowadays has contributed to the exponential expansion in business online training. This study uses case study in identifying current status of online training implementation in Malaysian public sectors and what are the criteria of online training implementation determined through different perception of stakeholders. This study was conducted to construct a research model on online training effectiveness qualitatively. In finding the gap of the study, several literatures on online training issues have been reviewed. Based on the literature review, the study posited four constructs adopted from Kirkpatrick’s learning theory through Multiple Perspectives Theory lens, which are believed can influence online training effectiveness. The proposed model will be used to understand multiple perspectives of online training implementation among employees in Malaysian public sectors.
