The everchanging problems faced by the ummah and the urgent need to settle fresh cases stimulate the so-called Muslim reformist and catalyst notably Muhammad Iqbal to propose the utilization of ijma’ in a more practical mnanner and simultaneously cried out for the breaking of theoretical wall which hinders the dynamism of Islam. The awareness of the vital part played by this doctrine, thus urged him to suggest the idea of institutionalizing this third source of Islamic jurisprudence in his sixth serial lectures entitled ‘ The Principle of Movement in The Structure of Islam ‘ which has been compiled in his book ‘ The Reconstruction of Religious Thought’.
